Can you sell bonds at anytime or do you have to hold on to them until maturity?

No, municipal bonds do not have to be held to maturity. In fact, the municipal bond market is comprised of over $2.7 trillion of outstanding securities and trades billions of bonds daily. Naturally, as with any securities, when selling your bonds, they might be worth more than you paid for them, or less than your cost, depending on market conditions at that time.
